Editing 4K in 2026 is no longer exotic. Cameras from Sony, Canon, Panasonic and Blackmagic push heavy footage: 10 bit 4:2:2, long GOP H.265, ProRes 422 HQ, BRAW at 5:1 or 8:1. The bottleneck is rarely the CPU alone, rarely the GPU alone, almost never the RAM. It is the interaction of codec, storage plan and GPU decode block. Get those right and a refurbished tower runs rings around a shiny new all in one that skimped on the drives.
The 4K problem is a decode problem
Most 4K sources are H.265 or long GOP H.264, both inter frame codecs. Scrubbing, trimming and playback force the machine to decode large chunks of the group of pictures on the fly. On a CPU only path this is punishing. On modern Nvidia GPUs the NVDEC block handles it in hardware, which is why an RTX 4060 with 8GB of VRAM runs a 4K H.265 timeline that would stutter on a pricier CPU without hardware decode.
Resolve is GPU centred by design, so the same NVDEC path becomes central to its playback engine. BRAW is CPU decoded, but the debayer runs on the GPU, and the 4060 has enough CUDA cores to hold up under a graded timeline at UHD.
Premiere Pro: the proxy workflow still wins
Adobe has improved native H.265 playback, but for anything above a light corrective grade the proxy workflow remains the sensible default. A 1/2 or 1/4 resolution ProRes Proxy or DNxHR LB file lets the timeline float regardless of source codec, and the export conforms back to the original media.
A 30 minute 4K H.265 clip is roughly 3 to 6 GB. The equivalent ProRes Proxy at 1080p is 4 to 5 GB. Storage cost is similar, but decode cost drops by an order of magnitude, freeing the CPU for effects, warp stabiliser and Lumetri panels.
Generation time is the caveat. Building proxies for a 4K shoot day takes 30 to 90 minutes on a mid range box. With a healthy NVDEC block and eight or more performance cores that drops to 15 to 40 minutes, which is why a 13th or 14th gen Intel Core i5 or i7 with an RTX 4060 fits this budget.
DaVinci Resolve: direct edit if the drives keep up
Resolve rewards raw hardware. With hardware decode and fast storage, editors routinely skip proxies and cut against original UHD media, moving to Optimised Media only when node counts get heavy. Storage plan matters more than CPU here.
A Gen 3 NVMe (around 3,000 MB per second sequential read) holds up for one or two streams of 4K H.265, or a single stream of BRAW 5:1. Push to three or four camera multicam and it hitches. A Gen 4 NVMe (5,000 to 7,000 MB per second) gives real headroom, and a dedicated scratch drive stops the OS and application caches fighting the media.
The best value builds populate two NVMe slots: one for Windows and applications, one for media cache and scratch. A third SATA SSD for project files and exports keeps the working drives clean.

Real world pricing sits around £700 to £1,000 depending on CPU tier, RAM and secondary storage.

- Play back a single stream of 4K H.265 at full resolution in Premiere Pro without proxies for basic cuts.
- Run a full 1/2 resolution ProRes Proxy timeline with several layers of effects at 24 or 25 frames per second.
- Cut BRAW 8:1 and 12:1 natively in Resolve at UHD, with room for a modest grade.
- Export a 10 minute 4K H.265 timeline in roughly 6 to 12 minutes depending on effect load.

NVMe scratch and what to avoid
The single biggest quality of life change for a 4K editor is separating scratch and cache from the OS drive. In Premiere Pro that means pointing Media Cache Files, Media Cache Database and Project Auto Save at a second NVMe. In Resolve it means setting Working Folders and Gallery Stills to that drive. Two 1TB Gen 4 NVMe drives, one boot and one scratch, cost less than a single 2TB drive of the same class.
A 4060 Ti 8GB is not a meaningful upgrade over a 4060 for 4K editing. The 4060 Ti 16GB is a different story if AI generative tools are in the mix. A 3060 12GB remains capable if the price is right, though the 4060's newer NVDEC gives cleaner 10 bit 4:2:2 playback. Avoid any refurbished tower sold with a single SATA SSD as its only drive.

Is 32GB of RAM enough for 4K editing?
Yes for single timeline work in Premiere Pro or Resolve at UHD, including moderate effects and Lumetri grades. 64GB helps if After Effects runs alongside Premiere, or for very long multicam sequences.
Is an RTX 4060 enough for DaVinci Resolve's Neural Engine?
Yes for standard workflows. Magic Mask, SuperScale and Voice Isolation all run on the 4060, though very heavy stacked node graphs benefit from a 4070 or higher. For colour, cuts and delivery it is a genuinely capable card.
DDR5 or DDR4 for a refurbished editing PC?
Either is fine at this budget. DDR5 gives a small real world benefit in Premiere Pro (roughly 3 to 8 per cent on timeline responsiveness). The price gap is usually better spent on storage or a faster CPU.
